list_available_updates returned every row of #__updates, including entries not tied to an installed extension (language packs not installed, stale update sites, extensions already up to date) and the Joomla core. It now applies the same filter as Joomla's Update screen (installed extensions only) and reports the core update separately in joomla_core.
update_all could feed those same untied rows to the installer; it now only applies updates of installed extensions. update_extension refuses an update_id that is not an applicable extension update.

list_available_updates returns installed_version, element, update_site and infourl for each entry, plus a count.
Update servers are re-queried according to Joomla's update cache (com_installer "cache timeout") instead of on every call; new optional refresh: true parameter forces an immediate check.

MCP tool rights aligned with the Joomla ACL: an action is refused if the token's account lacks the matching right.
